Obama Invitation
The Obama invitation was delivered by U.S. special envoy George Mitchell, according to Kurt Hoyer, a spokesman for the U.S. Embassy in Israel. Mitchell met Netanyahu in Jerusalem after he announced the change in policy on the indirect talks.
“It looks like the Americans feel they accomplished something with their tough behavior and now they want to ease the atmosphere before Netanyahu comes to Washington,” Shmuel Sandler, a political scientist at Bar-Ilan University near Tel Aviv, said in a phone interview.
Netanyahu’s trip this 23 of march comes as Israel and the U.S. seek ways to calm a confrontation over construction plans in east Jerusalem announced during a visit by Vice President Joe Biden earlier this month. That announcement led top U.S. officials, including Secretary of State Hillary Clinton, to criticize Israel.
“Was Netanyahu’s arm twisted into making this last concession and may the Americans twist more?” asked Dan Schueftan, a political scientist at Haifa University. “The answer is yes.”
Clinton has been seeking Israeli gestures to help get the indirect talks started. According to a U.S. official, who spoke on condition of anonymity, Washington wanted Netanyahu to freeze construction of the new housing units, make a gesture to bolster the Palestinian Authority, such as the restoration of economic exchanges, and agree that indirect talks would tackle substantive issues, such as the final status of Jerusalem and the return of refugees.
